Let’s plan the public transport of the future together

We have launched the Route Network 2028 project to develop public transport across the Tampere region for future needs, including population growth, new mobility solutions and changing travel patterns.

In 2026, the main focus areas are Pirkkala, South Tampere and the northern parts of Lempäälä. However, service levels are being reviewed from the perspective of the entire public transport network, so changes may also be proposed in other areas.

In 2027, we will focus in particular on local school and community bus services in Kangasala, Lempäälä, Nokia and Ylöjärvi, as well as connections between Orivesi and Tampere. Public transport services in Vesilahti will be assessed as part of later route network planning.

Our goal is to create a clear, reliable and sustainable public transport network that will be introduced in August 2028.

The route retwork 2028 plan is based on customer and stakeholder input, service level objectives, travel needs, and data on public transport services, population development, and regional growth.

Feedback on the plan was collected from 1 to 15 September 2026. The feedback received will be used in the further development of the Route Network 2028 Plan before decision-making in December 2026.

Why is the network being redesigned?

Tampere’s public transport network will undergo significant changes in 2028. The expansion of the tram network, the introduction of a new high-frequency bus service, the expiry of existing operating contracts, and new service level targets all create a need to review the network as a whole.

The Network 2028 plan brings these changes together into a coherent and effective public transport system.

Tram network expansion

The tram network is being extended to Pirkkala and Linnainmaa. Services to Partola and Ruotula are planned to begin in August 2028. The lines are expected to be extended further between 2028 and 2032, subject to government funding being secured for the project.

As part of the Linjasto 2028 project, we will determine how these new sections are integrated into the existing tram routes 1 and 3, how overlapping bus services can be reduced, and what new journey opportunities and interchange connections can be created.

Renewed bus service

A new Plusbus service will be introduced on bus routes 7 and 8, incorporating operating practices familiar from the tram network. The routes will be served by spacious electric articulated buses running at regular intervals, with boarding available through all doors.

As part of the Linjasto 2028 planning process, the wider public transport network within the Plusbus catchment area is being reviewed to ensure that connections remain effective as travel demand shifts towards the main high-capacity routes. The review covers, among other areas, the corridor currently served by route 29 in the west, Kalevanharju, and the areas currently served by routes 8A and 8B in the east.

Regional service level objectives

Service level objectives define the level of public transport that is considered appropriate across different parts of our service area. They guide network planning, support the integration of public transport and land use planning, and indicate the funding required to provide the service.

As part of the Linjasto 2028 project, we are also taking the 2026-2030 regional service level objectives into account in areas where no major network changes are currently proposed.

Operating contracts

Several public transport operating contracts are due to expire in August 2028. This provides an opportunity to review the current service network and ensure that future transport services continue to meet the needs of the region.

As part of the Linjasto 2028 project, we are assessing the need to renew operating contracts for the following routes:

Pirkkala and Tampere: 11, 12, 26, 30, 31, 32, 36
Lempäälä and Tampere: 26
Nokia: 71, 79
Kangasala and Orivesi: 42, 48, 49, 95, 97

Which routes are affected by the changes?

In 2026, the following services will be reviewed:

Tram routes 1 and 3
Bus routes 2, 4, 5, 8, 10-14, 16, 20-29, 30-32, 36, 40, 52, 80 and 82

Other bus routes are not included in the first phase of the planning process.

How the network planning process will progress

Network planning is informed by feedback from customers and stakeholders, as well as data on travel patterns, population growth and the development of local areas. The Network 2028 plan is based on customer engagement carried out in spring 2026, regional service level targets, and analyses of passenger numbers, population trends and employment growth. The planning process also takes into account area development, the location of key services, and changes in school travel patterns.

Winter: Nysse’s services for the winter season 2028–2029 (decision).

Spring: Operating contracts and publication of timetables.

August: Introduction of the new route network.

Thank you for taking part in the planning process

Feedback from residents, customers and stakeholders helps us design the new route network as effectively as possible.

In spring 2026, we gathered views on travel needs through surveys and at the City of Tampere's resident forums. We also took part in the City of Tampere's Children's Parliament. In August, we attended the Meidän Pirkkala event, and in September we were present at the Lempäälä Day event.

The first route network plan was published on 1 September 2026, and the feedback received will be used in the further development of the plan before decision-making.
