Route network 2028
Let’s plan the public transport of the future together
We have launched the Route network 2028 project, in which we develop public transport in the Tampere city region to meet future needs — growth, new modes of mobility and a changing everyday life.
- In 2026, the planning focus is on Pirkkala and Southern Tampere.
- In 2027, we will examine in particular the school and service routes within Kangasala, Ylöjärvi, Lempäälä and Nokia, as well as the connections between Orivesi and Tampere. Services in Vesilahti will be reviewed in later route network plans.
Our goal is to build a clear, functional and sustainable public transport network that will be introduced in August 2028.
Background factors behind the need for changes
Significant changes will take place in Tampere’s transport system in August 2028, when bus services are renewed and the tram network expands. At the same time, several operating contracts will end, and new service level objectives create a need to review the route network as a whole.
The Route Network 2028 project seeks comprehensive solutions to these underlying factors.
Renewed Bus Service
A new type of service will be introduced on bus routes 7 and 8, adopting operating practices familiar from the tram. The routes will use spacious, smoothly operating electric articulated buses, which allow boarding through all doors.
In the Route Network 2028 project, we examine the overall public transport service within the areas affected by routes 7 and 8. The aim is to ensure that these areas retain sufficient and well-functioning connections, even as the main focus shifts toward routes serving larger passenger volumes.
Bus routes within the affected area: 8A, 8B and 29.
Tram Network Expansion
The tram network is being extended to Pirkkala and Linnainmaa. Services to Partola and Ruotula are planned to begin in August 2028. The lines will be further extended between 2028 and 2032, provided that state funding for the project is secured.
In the Route Network 2028 project, we will determine how the new route sections are connected to the existing tram lines 1 and 3, reduce overlapping bus services, and create new types of travel chains.
Bus routes within the affected area: 11, 12, 13, 26, 30, 31, 32 and 36.
Regional Service Level Objectives
The service level objectives define what kind of public transport is appropriate in different parts of our service area. They guide route network planning, support the integration of public transport and land use, and indicate the level of funding required to deliver the service.
In the Route Network 2028 project, we take into account the regional service level objectives for 2026–2030, including in areas where no actual route network changes are planned.
Operating Contracts
The contract periods of several public transport operating agreements will end in August 2028. This provides an opportunity to review the current service offering and ensure that the procured transport services will continue to meet the needs of the region.
In the Route Network 2028 project, we examine the renewal needs of the operating contracts for the following routes:
- Pirkkala and Tampere: 11, 12, 26, 30, 32, 36
- Lempäälä and Tampere: 26
- Nokia: 71, 79
- Kangasala and Orivesi: 42, 48, 49, 95, 97
How the route network planning progresses?
Nysse’s planners use several data sources in route network planning, including feedback, surveys and panels, stakeholder cooperation, transport cost data, and population and passenger volume datasets. Based on this information, the following are prepared:
- Route network draft, for which feedback is collected to support the final plan.
- Route network plan, which is presented to the Tampere City Region Public Transport Committee for decision-making.
We will communicate the progress of the planning process through Nysse’s communication channels and in the Public Transport Committee’s status updates.
2027
Winter: Operating contracts for the Tampere–Pirkkala route network.
Spring–Autumn: Route network solutions for Kangasala, Lempäälä, Nokia, Orivesi and Ylöjärvi.
2028
Winter: Nysse’s services for the winter season 2028–2029 (decision).
Spring: Operating contracts and publication of timetables.
August: Introduction of the new route network.
