Let’s plan the public transport of the future together

We have launched the Route Network 2028 project to develop public transport across the Tampere region for future needs, including population growth, new mobility solutions and changing travel patterns.

In 2026, the main focus areas are Pirkkala, South Tampere and the northern parts of Lempäälä. However, service levels are being reviewed from the perspective of the entire public transport network, so changes may also be proposed in other areas.

In 2027, we will focus in particular on local school and community bus services in Kangasala, Lempäälä, Nokia and Ylöjärvi, as well as connections between Orivesi and Tampere. Public transport services in Vesilahti will be assessed as part of later route network planning.

Our goal is to create a clear, reliable and sustainable public transport network that will be introduced in August 2028.

The Route Network 2028 plan has now been published and is open for public feedback. The plan is based on input from customers and stakeholders, as well as data on travel patterns, population growth and regional development.

Explore the plan, view the proposed network on a map and share your feedback. The plan will be refined based on the feedback received before decisions are made in December 2026.

  • Submit your feedback using the online feedback form.

All feedback will be forwarded to the planning team and used to further develop the plan before decision-making. Individual responses will not be provided.

Feedback received between 1 and 15 September 2026 will be taken into account in the next stage of planning.

Why is the network being redesigned?

Tampere’s public transport network will undergo significant changes in 2028. The expansion of the tram network, the introduction of a new high-frequency bus service, the expiry of existing operating contracts, and new service level targets all create a need to review the network as a whole.

The Network 2028 plan brings these changes together into a coherent and effective public transport system.

Which routes are affected by the changes?

In 2026, the following services will be reviewed:

  • Tram routes 1 and 3
  • Bus routes 2, 4, 5, 8, 10-14, 16, 20-29, 30-32, 36, 40, 52, 80 and 82

Other bus routes are not included in the first phase of the planning process.

How the network planning process will progress

Network planning is informed by feedback from customers and stakeholders, as well as data on travel patterns, population growth and the development of local areas. The Network 2028 plan is based on customer engagement carried out in spring 2026, regional service level targets, and analyses of passenger numbers, population trends and employment growth. The planning process also takes into account area development, the location of key services, and changes in school travel patterns.

2026

Spring-Summer: Needs assessments and analysis of current services

  • Tampere
  • Pirkkala
  • Höytämö-Sääksjärvi (Lempäälä)

September: First route network plan

December: First route network proposal, decision-making and preliminary service level plan

2027

Winter: Operating contracts for the Tampere–Pirkkala route network.

Spring–Autumn: Route network solutions for Kangasala, Lempäälä, Nokia,  Orivesi and Ylöjärvi.

2028

Winter: Nysse’s services for the winter season 2028–2029 (decision).

Spring: Operating contracts and publication of timetables.

August: Introduction of the new route network.

Meet us at local events

We are keen to hear residents’ views on public transport services so that the new network can be planned as effectively as possible.

In spring 2026, we took part in the Tampere Children’s Parliament and attended four local community events across Tampere: in Härmälä, Peltolammi, Nekala and Kaukajärvi.

In August, we visited Pirkkala. You can still meet us in Lempäälä in September:
